Question 2 simple questions

sorry if it was already answered, searched a little but not to much so don't be mad.
Im getting this game on monday and read a lot about skills. Iv'e only played 1 MMORPG before and it's CoH
1 thing I didn't saw anywhere is how to EARN a skil, is it like every 2-3 levels like in CoH?
and what's those 200 points to spend and stuff?

From the beta event I played I can tell you that you do not earn skills. You either capture them using the capture signet or buy them from a skill trainer. Skill trainers are located in different areas, mostly major towns. But in pre-searing ascalon you can do a few quests to earn some skills, because there is no skill trainer in pre-searing.

You can earn skills by doing certain quests that NPCs give, buying them from the Skill Trainer NPC located in certain towns, or stealing them off of bosses using the Signet of Capture (which you obtain off a quest in Lion's Arch).

The 200 points refers to your attribute points, which you gain every time you level up. Put them in one of your attributes to raise the power of the skills associated with it.
